In a small wave you can see the surface tension in the water, there is less texture than in a larger wave but more detail. By virtue of having to get close both physically and optically you can see the surface of the wave and greater power that the surface tension has over the shape as the kinetic force of the wave is so little. Mini waves reflect the light in a different way often looking more solid, a denser liquid than mere sea water.
